Mr. Kevin Clement is a Certified Emergency Manager (CEM), a FEMA Continuity Practitioner, and an assessor for the Emergency Management Accreditation Program (EMAP). He is a certified trainer in the Incident Command System (ICS) and Homeland Security Exercise and Evaluation Program (HSEEP). Mr. Clement has developed multi-agency All Hazard Mitigation Plans, Continuity of Operations (COOP) plans, and risk and vulnerability assessments for State and local jurisdictions. He authored a State Support Plan for an NFL Super Bowl, a regional Emergency Shelter Operations Guidebook, and was a contributing author for the American Public Works Association’s Recovery Operations Guidebook.
